I have the honour to report upon the work that has
been done in the New Territory with regard to the establisment of
schools there.
Sanction has been obtained for the payment of
annual subsidies, not exceeding 860 each, to 50 selected schools.
Mr. Cavalier, Inspector of Vernacular Schools, started to make his
selection in December last, after inspecting the private schools
in Hongkong. He has already selected 23 schools, and set them to work. With my concurrence, he promised them their first month's subsidy, if they would get to work before China New Year, which
explains this rather unusual effort on their part,
As regards the subsidies to be paid to the remain-
-ing 27 schools not yet selected, and the remaining subsirlies to be paid to the 23 schools already selected, the procedure which I
recommend is as follows:- the subsidies should be paid each month
to the schools which have been visited by either the Inspector or Sub-Inspector during that month. Each school should be visited at least once a year by the Inspector and at least three times a year in addition by the, Sub-Inspector; consequently each school would
receive its subsidy in about four instalments. I propose to send
in monthly paysheets in the ordinary way in favour of the Inspector
of Vernacular Schools. He will arrange, whore necessary, with the
Police for the payments to be unde, if the Hon. Captain Superintend
-ent of Police will kindly co-operate.
There is a question of policy to which I should draw attention. nder the Ordinances all schools must be register-
-ed by the 30th. of June next, except such as I consider unfit for registration, and they must be closed. In Hongkong where there are schools in every street this policy will cause no hardship. In the New Territory this is different, for the schools are situated in
